Once you collect 165 Stars in the World Tour mode, you can unlock AGES, the Dreamcast VMU.

When you set the system date to December 25th this character will become available.
Amigo
This character becomes available when you win the rival race at Amigo Studio in Sunshine Coast in World Tour mode.
