Complete Episode 5 of the Ankoku Bujutsukai Saga (The Black Martial Arts Tournament) in Story mode.

Makai saga in Story mode

Defeat Shinobu Sensui in Survival mode to unlock the three remaining Story mode options. This covers up for the Makai saga parts for Yusuke, Kurama and Hiei.

Practice mode

Complete all Training mode tasks. This mode is accessible by entering the "Extra mode" from the main menu. The "Extra mode" is the third option on the main menu. Once inside, choose the second option below the "Training mode".

Shinobu Sensui

Complete the ten stages of the Survival mode. After that a mini saga will play in which you will be fighting against Shinobu Sensui. Defeat him to unlock him as a playable character.
